The mission of the Vanuatu Foreign Investment Promotion Agency (VFIPA) is to facilitate, promote and foster foreign investment in Vanuatu and to generate greater economic prosperity for the people of Vanuatu. VFIPA has two distinct roles; namely Foreign Investment Promotion and Regulation. VFIPAs current processes and workflows are heavily paper-based, time consuming, and with a lot of manual checking.

Achieving a robust management information system integrated with an online component to facilitate online registration will allow staff to have more time to engage in other important activities, especially in effective monitoring, enable staff to continue processing work during any potential disruptions caused by the Covid19 pandemic (where staff may be forced to work from home), and enabling real time interactions between customers and VFIPA staff, this speeding up responsiveness and information flows.

The main objectives of this assignment are:

To develop a web-based system that supports the core requirements for online registration, improved compliance and reporting; all combined to be referred to as the Management Information System (MIS) for the VFIPA.
To enable staff to do an initial assessment based on the information supplied by the interested Investor against the business rules, requirements and policies;
Improve processing of FIAC timeframe by 40-50 % through speedy and automated flow of data
Provide real-time responses to requests and communicating with investors; reminders for their renewal and other related issues.
Establish a “dashboard” for the CEO and Senior Management, so they are able to easily see key performance indicators and reporting of the data in the system in real time.
