Knowledge Information Management System (KIMS)

The KIMS platform collects data and information from relevant Government Line agencies. The data is updated both in real time and periodically depending on the Agency Systems platform currently hosting the data and information. This tool be designed in such a way that it can later on be extended to collect and aggregate data from other information systems to generate more complete and data-rich reports. This tool could feed data in the future into UNCTAD’s Automated System for Customs Data (ASYCUDA), FMIS Smart Stream and the system used by the Vanuatu National Statistics Office (VNSO).

The system delivered the following:

An easy-to-use, web-based system, allowing authorised access from anywhere, including desktop/laptop and mobile devices
A core system that collects consolidated data automatically from different government departments, and then uses this to analyse trends over time for a range of economic activity
The first three systems to supply economic data are:

Revenue Management System (RMS) – contains all sales and expense data for all businesses, by industry sector, plus a list of all registered businesses, and a list of all vehicle registrations
Vanuatu Foreign Investment Promotion Agency (VFIPA) – connect to the new registry system that has data on all businesses with foreign investment, including turnover and employment indicators, by industry sector.
Asycuda – the Customs system used by the Department of Customs and Inland Revenue. The system includes all data on all exports and imports, by industry sector, with amount and value of each product.

A dashboard of various graphs that data mine the various data inputs from each Government organisation, with the ability to filter and consolidate data, and to download to Excel for further analysis
Security permissions allowing different user different levels of access to view graphs and reports
A flexible system that can be extended over time, with additional reports and new features.
Connections to various other government systems would be established over time, so that a richer data set covering all economic activity in Vanuatu would be available, and the data interrogated to provide a snapshot of trends in the economy.
