In 1996, Neil personally designed the RMS taxation system, which was successfully implemented across multiple Pacific jurisdictions and became one of the region’s most widely deployed taxation platforms.
Through Zest IT, Neil has continued leading the development of modern operational platforms including transport administration systems, analytics environments, financial registries, asset management systems, and integrated digital government services.
Neil combines technical expertise with strong operational and financial understanding, supported by his background as a qualified Chartered Accountant.
